David V. Gibson is Associate Director and The Nadya Kozmetsky Scott Centennial Fellow, at the ICA (2) (Innovation, Creativity, Capital) Institute at the University of Texas, Austin. Dr. Gibson is Co-Chair of the International Conference on Technology Policy and Innovation and Program Vice-Chairman for the World Conference on Integrated Design and Process Technology. Manuel V. Heitor is full professor at the Instituto Superior Tecnico in Lisbon and is the director of the Center for Innovation, Technology and Policy Research, IN+. He is a senior research fellow of IC2 Institute at the University of Texas, Austin. He is on the editorial board of Technological Forecasting and Social Change, and has published several papers in international referred journals. Alejandro Ibarra-Yunez is a professor of Economics and Public Policy at Instituto Tecnologico de Estudios Superiores de Monterrey (ITESM), Mexico.
